POLICIES AND PROCEDURES FOR GOOD GOVERNANCE

Who I work with

I support Irish and UK non-profit entities, social enterprises and charities, to put in place necessary policies, procedures and systems to promote an environment of good governance. By so doing I support their governing bodies to comply with legislation and charity regulatory compliance and guidelines (the Charity Regulatory Authority, Ireland; Charity Commission, UK) applicable to their organisations.

Why it’s necessary

The development in legal and regulatory requirements that small non-profit entities have to comply with today have resulted in many challenges to this sector. These challenges are in addition to those the sector has to address in delivering the important services and work these organisations carry out at community level. I offer an experienced service that supports a key aspect of these challenges, which is policy regulatory compliance and good governance support.

How it works

I operate with a straightforward work methodology: I meet, I listen, I draft and then together with the organisation we review and agree the policies and their implementation.

  • Understand: I liaise directly with the organisation and learn about what it does, its structure and management, the community it serves and review the existing policies processes and systems that are currently in place;
  • Draft: Based on a review of the organisation I draft a list of recommendations that can support a strong good governance environment specific to the organisation and its ambitions
  • Review: Together with the organisational team we review and discuss the proposed policies and guidelines for implementation.
  • Finalise: Final draft policies are iterated and signed off for implementation

    2018-2023 Kathleen was a Board member when Dublin South Citizens Information Service was established in 2018. As a new organisation, there was a significant amount of work required over a number of years to ensure that the organisation could declare full compliance with the Charity Regulatory Authority.     2021/2022 Kathleen worked as part-time consultant with the Compliance team in GOAL Global, Dublin. In particular, in collaboration with the Head of Compliance, she contributed to the development of a suite of complex donor funding template Agreements for GOAL Projects world-wide. Although the consultancy project extended longer than initially anticipated, Kathleen's commitment to the completion of the project together with her understanding of the challenges, greatly supported the work of the Team.     Since January 2020 Kathleen has been supporting our UK charity, Makan, in developing a suite of governance policies for our organization. This has been crucial for our organisation at a time when we are growing as an institution and need to build a good governance environment that supports our team.     Kathleen worked as Interim Governance Manager with VSO Cambodia. In her short term in this position the VSO Cambodian Governance Programme won a successful bid of circa 1 million euros from the European Union in support of good governance within national NGOs. Her contributions to the project design and development were very appreciated. She can quickly analyse situations, facilitate teams and collaborate with networks to make projects happen. Her understanding of the importance of good governance in an NGO context and the supports and skills necessary to promote this were some of her key attributes in the success of the programme.     I appointed Kathleen as Executive Director of CODATA. choosing her from among many outstanding candidates. During her 13 year tenure as head of this Paris based NGO, CODATA grew into a 23-country network at the forefront in the emerging field of data science. Ms Cass initiated and built successful collaborative projects with global scientific groups and most importantly, established a sound financial structure that enabled the organization to thrive and expand.     During my term as President of the organization, CODATA positioned itself as a voice for scientific civil societies in raising the importance of access to scientific data for research in documentation coming from the United Nations World Summit of the Information Society WSIS, WSIS 2003(Geneva), WSIS 2005(Tunis). This success reflected Kathleen's strategic negotiating skills at international level and her ease at promoting positive collaboration with people and networks from different countries and cultures in order to share common objectives overcoming small conflicts of interests.
